Chance Sparks - Director of Planning, City of Buda

Chance is the current Legislative Affairs & Texas Municipal League Affiliate Representative for the Texas Chapter of the American Planning Association (TxAPA) and Director of Planning for the City of Buda, Texas. He led the TML/legislative coordination for TxAPA during the 84th legislative session, providing testimony on several bills. In the course of his 14-year career he has worked in all major aspects of municipal and state-level planning in jurisdictions of all sizes, particularly regarding local government regulation of development. 
 
At the City of Buda, he has led efforts to develop and adopt a variety of long-range and special purpose plans covering all spectrums of municipal planning along with a complete revision to the Unified Development Code. Prior to joining the City of Buda, Sparks served as the Planning Manager for the City of San Marcos and Planning & Development Director for the City of Bulverde, among other positions. He has also worked in the Texas Department of Rural Affairs as the Senior Analyst for the Disaster Recovery Division, leading long-range planning efforts of the $3.2 billion program for disaster resiliency, development of action plans, securing waivers to Federal HUD requirements, defining methods of disaster funding distribution, implementation of grant programs and intergovernmental policy efforts at the Federal, State and Local levels to enhance disaster recovery efficiency.
 
Mr. Sparks is past Director and Treasurer of the Central Texas Section of TxAPA, along with participating on the Section and State Awards Committees, and co-chairing a local host subcommittee for an APA National Conference. Sparks’ work in long-range planning and development regulation has received regional, state and national recognition. He is also an accredited member of the Congress for the New Urbanism. He holds a B.S. in Geography Urban & Regional Planning and a Master of Public Administration.
